Pennisetum is a genus of grasses with spikelets subtended by an involucre of bristles (Gardner 1952).

Characters (Gardner 1952): Mostly perennials, rarely annuals; culms simple or often profusely branched; leaf-blade flat or convolute; ligule usually reduced to a ciliate rim or fringe of hairs, rarely membranous; inflorescence usually a dense spike-like panicle, branches numerous all round axis, very short and simple, with a solitary spikelet, or scantily divided with spikelets in clusters of two to five. Spikelets oblong or lanceolate in outline, subtended by, and deciduous with, involucre of bristles which are modified branchlets; bristles sessile or peduncled, simple, rarely branched, naked, scabrid or plumose, rarely reduced to 1. Florets 2; upper bisexual; lower, when present, male. Glumes usually small and hyaline; lower sometimes suppressed; upper rarely half as long as spikelet, or if longer then up to seven-nerved. Lemmas 2; lower equal and similar to upper, or more or less reduced and thinner and fewer-nerved, sometimes subtending to a male floret; upper membranous to chartaceous, five- to seven-nerved, subtending a bisexual floret. Paleas 2; lower subequal to its lemma or more or less reduced; upper subequal to its lemma and of similar texture, two-nerved. Lodicules 2, small, usually in front of and outside palea, or absent. Stamens 3, with tips of anthers glabrous or minutely penicillate. Styles slender, distinct or connate. Grain enclosed by more or less indurated lemma and palea, broadly oblong in outline, slightly dorsally compressed; hilum basal, punctiform; embryo large, more than half length of grain.
